The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the fabrication of nine main unit coolers, three station coolers. The work requires reverse engineering and providing drawings of the fabricated coolers. The new coolers must be essentially identical to the existing coolers located at The Dalles Dam. The Government intends to furnish 1 each of the coolers as a reference for reverse engineering purposes. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision. Responses from large and small businesses are encouraged.

Submission Instructions. Responses to this Sources Sought notice must be submitted electronically (via email) Subject: W9127N20R0018, The Dalles Thrust Bearing Oil Coolers. Please send to Megan Acord, Contract Specialist, at megan.l.acord@usace.army.mil by 1:00pm Pacific Daylight Saving Time 13 November 2019. NO PHONE CALLS PLEASE.

A firm's response to this Sources Sought shall include the following information (See Sources Sought Questionnaire attachment):
a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number.
b. Firm's Business Size: If small business, indicate particular business category - Small Business, Small Disadvantaged, 8(a) firm, Historically underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB).
c. Completed Sources Sought Questionnaire (see attachment).
d. Capabilities Narrative or Brochure, if desired.
