This Sources Sought Synopsis (SSS)/Request for Information (RFI) Market Survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the qualification requirements of the Tinker AFB Parking Garage by Building 3001 use by the U.S. Air Force (USAF).

 

While industry sources are requested to provide full and comprehensive responses to this questionnaire, they are reminded that all information is voluntary, and the Government will not reimburse sources in any way for responses provided.  Likewise, a company's participation in the market research via this questionnaire does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company.

 

Any resulting procurement/installation action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.

 

 

Below are descriptions of the Tinker AFB Off Base Administration Space.  This survey provides the government the opportunity to review your company's capability to design, develop, code, integrate and qualify the Tinker AFB Parking Garage by Building 3001 project.  If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capabilities in meeting these requirements

Submit responses to this RFI via e-mail to mathew.detoy@us.af.mil no later than 5:00 PM Central Time on 6 December 2019.


 


Responses should be double-spaced, Times New Roman, 12 point font, with one inch margins all around, compatible with MS Office Word 2010, with a total page count not to exceed thirty (30) pages. These responses, including attachments, shall not exceed 20MB. Email responses are acceptable and preferred. Please note that some email systems may block file types such a .zip, or other macro-enabled extensions. Respondents should verify receipt by email.


 


Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by military personnel, Government civilians, and DoD contractors, including Federally Funded Research and Development Centers (FFRDCs).


 

Background

 

In order to meet the needs of the current, and future growth of personnel for building 3001 and surrounding buildings on the east side of Tinker Air Force Base a request for a parking garage is being requested.  Currently parking is a premium in the area and cannot meet all the demands for the number of personnel in the area.  This results in parking being located a long distance from the work area and resulting in loss of production time. 

 

This request is for a multi-story parking garage that can have reserved parking spaces for personnel that they can be charged on a monthly basis.  The facility needs to allow for some daily use as well for non-reserved personnel if they choose to pay on a daily basis as well.

 

A recent review of parking on the east side of building 3001 shows1878 parking spaces directly to the east and additional farther from the facility.  Current occupancy of the building is approximately 4500-5000 personnel with multiple shift work hours.

 

Proposed location of the parking garage would on the east side of building 3001 and south of the flagpole area as depicted in attachment 1.  For any parking space removed from the site a minimum of two parking spaces must be built. 


 

Purpose

 

The purpose of this RFI is to solicit input for a parking garage to serve personnel from building 3001 and surrounding buildings on the east side of the base.  The Air Force requires parking to meet existing and growth in the area.  The Air Force realizes for a business to be successful that cost of land, utilities, and having a customer are keys.  In this case the base feels the opportunity is there to address all these elements, to provide a good quality product, in a fast method with reasonable cost. The information requested via this RFI will assist the Air Force in assessing industry's capability of providing reserved parking for personnel.

 

Information being sought from respondents include:

 

1. Outline previous capabilities for providing parking services with experience in running and managing parking garages.

 

2.  A plan outlining how the parking garage can meet the demands for an large number of personnel.

 

3.  A sample of parking garages and cost that would be provided to support the personnel in the area. 

 

4.  A rough site location map reflecting preferred location(s) that is being recommended to serve personnel needs.  See attachment 1

 

5.  If additional information is provided by the Air Force either before or during the Opportunity to Lease (OTL), what information, in order of preference/priority, would be requested to improve responses to the OTL? Examples might be standalone lighting such as solar panels or suing base electrical.

 

6.  During the OTL, the Air Force will hold an Industry Day and site visit in the middle of the OTL solicitation period. The Air Force is considering conducting one of these events prior to the issuance of the OTL solicitation period and presenting information about the area. Would respondents prefer to keep this event during the open solicitation period? What information would be beneficial for presentation during Industry Day regarding the area to be supported by the OTL? 

 


Any information submitted by respondents to this request is strictly voluntary. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB), nor does its issuance obligate or restrict the Government to a specific acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI. Additionally, the Government does not intend to pay for the preparation of any information submitted or for the use of such information. All information received from this RFI will be used for planning purposes only.


 


To the maximum extent possible, please submit non-proprietary information. Should there be a need to submit proprietary information, that information shall be clearly identified. The respondents shall clearly identify the section(s) of the submission that are proprietary at the page level. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.


 

Scope of Effort

 


This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). This RFI is issued in an effort to understand how commercial industry would approach providing parking services to a large population and area of Tinker Air Force Base.  


 


Responses to this RFI should describe an optimal response and plan to provide parking service to personnel in multiple areas of a large nature.


 


The Air Force provides land under a long term lease at fair market value spread out over multiple years for this action or interior space based upon fair market value over multiple years or combination for this effort.
