The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with K&M Precision Rifle Training, 774 Conner Rd. Finger, TN 38334 for the purpose of exclusive range use and lodging for completing the SWAT Sniper Advanced Marksmanship Course. This venue is unique in it provides year round training, 270 degree span of use allowing students to utilize multiple ranges simultaneously. It provides an unmatched number of obstacles and barricades from which to shoot. This is the only vendor which provides sole access to training facility site for the duration of training event, billeting, classroom, weapon storage, range maintenance and cleaning facilities for students. The location is remote thereby limiting access/observation by non-government persons who may impact training or potentially observe tactics, techniques and procedures employed by students. This venue is required for security and safety.
The FBI intends to negotiate with only one source under the authority of FAR 6.302-1.
