New Castle County Department of Community Services is seeking proposals from providers to
provide the service component of the Hope Center, a hotel/motel-based non-congregant shelter
(NCS) project for individuals experiencing literal homelessness with the primary goal of
rehousing those households, as part of New Castle County's response to the coronavirus
pandemic for the most vulnerable.
