This is a Request for Quote (RFQ) announcement for the U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA) Horticultural Research Laboratory (USHRL), 2001 South Rock Road, Fort Pierce, FL 34945. This announcement is a total set-aside for Small Business Concerns. The USDA-ARS is seeking a qualified contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to furnish and install (2) sets of metal laboratory casework, as per the attached Solicitation 12405B19Q0010 Solicitation Clauses, Provisions, and Statement of Work (SOW); summary of which is provided below:
SCOPE OF WORK
The terms under this contract is for the Contractor to provide all materials and labor necessary to provide (furnish and install) two (2) sets of metal laboratory casework located in laboratory 2015. Work shall conform to the recommended structural requirements and testing of Scientific Equipment and Furniture Association.

Contractor shall furnish standard metal laboratory casework, support-framing system, laboratory utility-space framing, laboratory countertops, laboratory sinks, accessories, water, laboratory gas, and electrical service fittings. The attachments to this SOW show proposed casework layout.


STRUCTURAL: Provide metal laboratory casework capable of withstanding the loads without permanent deformation, excessive deflection, or binding of drawers, doors, and shelves of base, wall, and storage cabinets. Cabinets: 100 lb. (45 kg); Drawers: 150 lb. (68 kg); Floor-Supported Base Cabinets: 75 lb./ft. (112 kg/m) within cabinets, 50-lb/ft.; (74-kg/m) countertop, plus 75 lb./ft. (112 kg/m) on countertop; Countertop Supports: 50-lb/ft. (74-kg/m) countertop, plus 75 lb./ft. (112 kg/m) on countertop; Support Framing: 300 lb./ft. (446 kg/m) for single-faced assemblies, 600 lb./ft. (893 kg/m) for back-to-back assemblies. All metal panels shall be of material specifically designed for laboratory work surfaces.
BASE CABINETS: Set cabinets straight, plumb, and level. Adjust sub tops within 1 /16" (1.5 mm) of a single plane. Fasten cabinets to utility-space framing, partition framing, wood blocking, or reinforcements in partitions with fasteners spaced 24" (600 mm) o.c. Bolt adjacent cabinets together with joints flush, tight, and uniform. Where base cabinets are not installed adjacent to walls, fasten to floor at toe space with fasteners spaced 24" (600 mm) o.c. Secure sides of cabinets to floor, where they do not adjoin other cabinets, with not less than 2 fasteners. Pull doors shall be mounted vertically and drawers horizontally. Width of the knee opening shall be in accordance with the attached drawing.
PAINT: Shall be chemical and corrosion resistant, electrostatically applied baked on powder coat enamel finish. Immediately apply after cleaning and pretreating, manufacturer's standard 2-coat, chemical-resistant, baked-enamel finish consisting of prime coat and thermosetting topcoat with a minimum dry film thickness of 1 mil (0.025 mm) for topcoat and 2 mils (0.05 mm) for system. Color shall be light blue to match the existing casework.
UTILITIES: Provide space, cutouts, and holes for pipes, conduits, and fittings in cabinet bodies to accommodate laboratory service fittings, utility services and their support-strut assemblies. Replacement fixtures shall match existing in finish, capacity and quantity.


DRAWERS: Telescoping outer and inner pans on the drawer fronts shall be designed to eliminate raw edge of steel at top. Fabricate sides, back, and bottom of one piece with rolled or formed top of sides for stiffening and comfortable grasp for drawer removal. Provide drawers with rubber bumpers, runners, and positive stops to prevent metal-to-metal contact or accidental removal. Drawer Guides: Metal-channel, self-closing drawer guides, designed to prevent rebound when drawers are closed, with nylon-tired, ball-bearing rollers. Drawer slide self-closing when drawer nears end of its travel and having positive stop in full extension.
HARDWARE: Provide manufacturer's standard satin-finish, commercial-quality, heavy-duty corrosion free hardware complying with requirements indicated for each type. Pulls must meet ADA standards. Door catches must be nylon-roller spring catch or dual, self-aligning, permanent magnet catch.
FIXTURES:
A. Mechanical service fixtures shall be heavy duty, specially designed and manufactured for laboratory use and shall have provisions for index coding. Fixtures for liquids and gaseous mixtures shall have lettered and colored indexes for each service. Handles shall be the color coded plastic bonnet type or black or white, with color tabs identifying utility. Serrated hose ends shall have seven (7) serrations. Fixtures for gas, air and vacuum shall be needle valve, large type. Water fixtures shall be compression type. Drain fittings shall be polypropylene unless otherwise noted.
B. Plumbing Fixtures. Plumbing fixtures, except for drain fixtures and fittings, shall be a red-brass composition containing at least 85% copper with washers and seats, of maximum wear resistant materials for the specific use. Reagent grade water fixture to be brass goose neck type with an internal polypropylene lining that permits recirculation to the manual outlet.
C. Needle Valves (Large). Large needle valves contain a replaceable valve seat and floating cone made of stainless steel for fine control. Valves have removable serrated hose end.
D. Compression Water Valves. Compression water valves have a renewable unit containing all working parts, including a stainless steel replaceable seat and valve disc. This unit is broached on the outside for permanent position in the valve body. The unit contains an integral control device for volume of water discharged by the faucet. The valve has a removable serrated hose end unless otherwise noted. Valve shall be rated for 857 kPa (124 psi) operating pressure with a max. of 1303 kPa (189 psi) for intermittent use.
E. Faucet Accessories. Hot and cold water combination sink faucets are to have aerator tips. Cold water, Cup sink and reagent grade water faucets to have serrated hose ends. Faucets are to be 152mm (6") swing spout type except cup sink and reagent grade water.
Deionized water faucet: Deck mounted-fixed faucet for distilled, deionized or reverse osmosis water. Faucet has exterior stainless steel casing and interior lining of inert polypropylene. Faucet not reactive to materials and ideal for dispensing deionized water. Faucet has a side mounted, single round handle twist manual handle that controls water flow. Faucet 6" gooseneck faucet, 11" high, and 1-3/16" male shank with ½" OD tube connection. Seven serration plastic hose end.
F. Vacuum Breakers. Integral vacuum breakers shall be supplied on water fixtures.
G. Service Identification. Index buttons mounted in fixture handles shall identify the following services. Buttons shall be color-coded and lettered.

5. Vacuum Vac LV Yellow
6. Reagent Grade Water DI White
7. Argon AR Purple
8. Nitrogen N2 Brown
H. Fixture Hardware. Fixtures are to be supplied with necessary tank nipple and lock-nut to attach to counter top, curb or panel.
I. Service Fixture Finish. Laboratory brass service fixtures shall be satin chrome plated finish with a clear epoxy coating. Fixtures receive multiple applications of coating and are baked for polymerization. Units must be assembled before coating and pressure tested before shipment.
J. Fixture Shipment. Fixtures shall be assembled in factory and supplied loose except for fume hood factory mounted fixtures.
K. Available Manufacturers. Water Saver Corporation, Chicago Faucet or Broen Inc.
TOPS AND SINKS: Provide manufacturer's closest standard size of equal or greater volume to existing sinks. Epoxy resin sink shall be a solid molded mass consisting of a modified resin, coloring and proper fillers producing a smooth finish the same color as the surrounding counter top, highly resistant to laboratory chemicals, abrasion and water absorption. The side of the sink shall be tapered and the inside corners radiused. Epoxy resin 100% sinks shall have integral side mounted overflows. The bottom of the sink shall pitch to the drain. Available Manufactures: Durcon Corporation (Plymouth, MI), Epoxyn Products (Mountain Home, AR) or Laboratory Tops Inc (Taylor, TX).
Use procedures and products recommended by sink and top manufacturers. Work bench tops and sinks shall be factory molded of modified epoxy-resin formulation, uniform mixture throughout full thickness with smooth, non-specular finish. Provide smooth, clean exposed tops and edges in uniform plane free of defects. Make exposed edges and corners uniformly beveled. Provide front and end overhang of 1" over base cabinets, formed with continuous drip groove on underside ½". Set top edge of sink unit in sink and top manufacturers' recommended chemical-resistant sealing compound and firmly secure to produce a tight and fully lea proof joint. Adjust sink and securely support to prevent movement. Before setting, apply a full coat of sink and top manufacturer's recommended chemical resistant sealant and firmly secure to produce a tight and fully leakproof joint under rim lip and along top. Use stainless-steel sink frame, complete with clamping lugs and pads. Omit sink frame if sink is fabricated with an integral rim seal. Rout groove in top to receive sink rim if not prepared in shop. Set sink in adhesive and fill remainder of groove with sealant or adhesive. Remove excess adhesive and sealant while still wet and finish joint for neat appearance. Contractor shall be aware that work bench #2 is a flat work bench without a sink and no utilities on the top surface.
KNEE SPACE TABLE: Contractor to supply additional epoxy resin formulation top steel table with rubber casters for knee space.
