GENERAL: This is a non-personal services contract to provide Cleaning and Landscaping Services at Joe Pool Lake. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

CLEAN PROJECT OFFICE: The interior of the Project Building shall be thoroughly cleaned once per week, preferably on Mondays. The project building consists of 540 sq. ft. of floor space with vinyl, 360 sq. ft. with carpet, 240 sq. ft. of finished concrete (break room), shower room and utility rooms.


CLEANING- Duties to be completed per frequency schedule. Carpeted areas shall be vacuumed and floors in the office, restrooms, break room, shower and drying area shall be mopped. All waste baskets in the Project Building shall be emptied and liners replaced as they become soiled. The toilets shall be cleaned by using toilet bowl cleaner; toilet seats top and bottom, wash basin, drinking fountain and mirror shall be cleaned. Paper towel holders, toilet tissue holders, and liquid soap dispensers shall be filled. Front and rear entries including the door mats shall be cleaned. Office cabinets, map cases, chairs, tables and all other furniture shall be dusted. Desks shall be dusted only if doing so will not disturb items on the desks.


Windows on the outside of the project building shall be kept clean of cob-webs and insect nests. (consists of 5 windows). Litter inside of storage yard fence and around front of office and parking lot shall be picked up and disposed of into the on-site refuse dumpster.


Duties to be completed semi-annually, the first week of April and September: Both sides of windows shall be washed. Vinyl floor shall be stripped and waxed. All Venetian blinds shall be cleaned.


LANDSCAPING SERVICES- All maps are included - see attachments for detail areas.


1.2.2.1 MOWING- Approximately one (1) acre of grass shall be cut every two weeks from 1 April through 30 September, on the first and third Mondays of these months. Grass shall be cut to a height of two (2) inches, and grass clippings will be bagged and disposed of, not permitted to be spread.


1.2.2.2 TRIMMING- Hand trimming around trees, posts, ditches, fences, buildings, transformers, weather station equipment, gates, etc. shall be performed each time the grass is cut. Post and cable fencing shall be trimmed each time the grass is cut.


1.2.2.3 EDGING- Edging along concrete curbs, drainage chutes, intakes and sidewalks shall be performed each time grass is cut.


1.2.2.4 EQUIPMENT- Only small lawn tractors (not to exceed 18 HP) will be permitted on the area to be mowed. All equipment will be inspected by the Lake Manager before the first mowing to ensure safety requirements.


1.2.2.5 FERTILIZATION- Fertilizer shall be applied twice, once in May and again in September on the second Monday of the months. Fertilizer with a ratio of 15:5:10 will be applied at a rate of 10lbs. per 1,000 sq. ft. per application. All area cut under 1.2.2.1 above will be fertilized. Contractor will notify the Lake Manager 24 hours in advance of the fertilization and receipts of the type and quantity of fertilizer shall be furnished to the Lake Manager for recordkeeping purposes. An MSDS will be provided IAW paragraph 1.7.


1.2.2.6 DETAIL CLEANING AND LITTER PICKUP- (See Attached Maps in Section J). Once a week on Mondays the areas designated on the attached maps will be cleaned and all litter will be removed from Government property and disposed of into the on-site refuse dumpster.


a. The embankment roadway, 50 feet from center line of the road, will have litter removed from the gate on the west end of the embankment to the gate on the east end and dispose of into the on-site refuse dumpster. (Approximately 4.0 miles).


b. The service road from Camp Wisdom Road to stilling basin, parking area, walk ways at stilling basin and locations on attached maps will have litter picked up. Wingwall walkways will be swept and cleaned of all litter. The area will include portion of Government property that extends 100ft. from pavement, parking area, stilling basin, walkways and contains approximately 4 acres.


c. Litter will include paper, broken glass and bottles, cans cartons, cardboard, items not burned in campfires, fishing line and tackle and all other refuse. Large items such as abandoned appliances, barrels, tires, etc. will be picked up and removed from the project. Litter may be disposed of in on-site refuse dumpsters. Large, non-compactible items will be disposed of legally in a landfill or similar manner.
