The attachments included in the solicitation are intended to be the reference for the build to print. Finally, In a competitive environment contractor expense built new configurations are eligible for consideration so long as they meet the specification, documented testing to verify and validate performance, have qualification data results confirming form, fit and function are to the specification, meet the intended production rates and lead times, and are affordable and sustainable.
