ROWLEY TRAINING CENTER (JJRTC) SYNOPSIS Solicitation Number: 70US0920R70090004 Procurement Type: Firm-Fixed Price NAICS Code: 236220 - Commercial and Institutional Building Construction PSC Code: Y1JZ Release Date: November 6, 2019 Closing Date: November 20, 2019 Contract Estimated Amount: Between $1,000,000 and $5,000,000 Period of Performance: 12-months from execution of award Subject:    Synopsis for Design-Build Tactical Tower Replacement Description: U.S. Secret Service (USSS), James J. Rowley Training Center (JJRTC) has a need to replace an existing Tactical Training Tower (Tower) located within the Tactical Village area of the campus in Laurel, Maryland. The existing Tower which was constructed at JJRTC in approximately 1988 is an 80 feet tall exposed steel structure with diagonal bracing and a 42 inch high guardrail as roof parapet. The Tower consists of eight floor levels, 10 feet floor height with a footprint of approximately 900 square feet per floor. Diagonal bracings are provided in twelve different framing locations. Horizontal cross bracings as floor diaphragm are provided at edge and corner east bays from levels two through eight of the structure. A steel staircase with concrete fill treads is provided at the center bay inside the Tower. The roof and floor framing systems are composed of concrete fill metal deck on steel beams. The intent of the project is to demolish and replace the existing condemned Tower with a redesigned and relocated Tower. The project objective is to design and construct a new Tower training facility at the JJRTC. The Tower is to be located at the Tactical Village area of the campus. The new training facility shall have a 25-year useful design life before a possible re-use/re-purpose, renovation requirement, to include normal sustainment, restoration, modernization activities and a 50-year building structure replacement life. The design and construction shall provide an appropriate level of quality to ensure the continued use of the facility, over that time period with the application of reasonable industry-acceptable preventive maintenance and repairs. The site infrastructure shall have at least a 50-year life expectancy with industry accepted maintenance and repair cycles.
