THIS IS A DRAFT RFP. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS POST.

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Headquarters' (HQ) Spectrum and Resource Management, Programmatic and Engineering Support Services (SpectRE) draft solicitation.

The purpose of this requirement is to provide the Space Communication and Navigation (SCaN) Division within the Human Exploration and Operations Mission Directorate (HEOMD) at NASA HQ with professional expert support in the disciplines of regulation management, engineering, budget formulation and execution, public engagement, and general program and mission directorate support.


Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, contract type, schedules, proposal instructions, and evaluation approaches. Potential offerors should identify unnecessary or inefficient requirements. Potential offerors are encouraged to comment on any perceived security (including information technology security), and/or other programmatic risk issues associated with performance of the work. Potential offerors are also encouraged to comment on the clarity of the Representative Task Orders (RTOs) requirements and their ability to effectively price this requirement. Please note only the SOW areas identified in the Instructions to Offerors need to be addressed in the proposal.


This is a total small business set-aside. NAICS code 541330, Engineering Services and the small business size standard is $15M.


The competitive procurement will result in an Indefinite Delivery Indefinite Quantity (IDIQ) requirement with the ability to issue Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed Price (FFP) task orders. The contract will have an effective ordering period of 5 years from the contract effective date.


The contract will be performed onsite at NASA Headquarters and offsite at the Contractor's facilities. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor's facility.


Please note, a Secret facilities clearance is due at the time of proposal submission, but the contractor must be able to obtain a Top Secret facility clearance within 12 months of award.


The current planned release date for the Final Request for Proposal (RFP) is on or about January 16, 2020, with proposals being due approximately 30 calendar days later.


Any comments regarding the DRFP should be submitted via e-mail to the Contracting Specialist at Andrea.M.Thomas@nasa.gov, by 11am EST on December 4th, 2019.


The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted FBO response if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government will respond via FBO to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).


Again, this DRFP is not a solicitation and NASA HQ is not requesting proposals. This request does not commit HQ to pay any proposal preparation costs, nor does it obligate HQ to procure or contract for this requirement. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this DRFP.
