Description:


 


This Sources Sought Synopsis is in support of Market Research being conducted by the United States Navy to identify cleaning compounds in compliance with Commercial Item Descriptions (CIDs) for U.S. Navy ships.  The U.S. Navy has developed CIDs, which are now in the process of publication, for 7 categories of cleaning compounds. The CIDs contain requirements for salient characteristics and regulatory compliance.  Material requirements were developed based on Navy storage, safety, and environmental requirements.  The 7 CID categories are: Dishwashing Machine Detergent, Dishwashing Rinse Additive, Floor Stripper, Food Contact Glass Cleaner (Ready-To-Use and Concentrate), Heavy Duty Concentrated Cleaner, and Non-Food Contact Disinfectant.


 


The purpose of this Sources Sought is to issue a Request for Information (RFI) to identify vendors and products which comply with all requirements set forth in the CIDs, and establish a Qualified Products List (QPL) for each CID. The CIDs are provided in Attachments A-G.  Information submitted to the RFI will be reviewed by the Navy and vendors/products found to be compliant with the CIDs will be forwarded by the Navy to the General Services Administration (GSA) for establishment of National Stock Numbers (NSN) for each CID category and unit(s) of issue.

Responses:


 


For each product you would like the Navy to consider, the following shall be provided.  The Navy will not review incomplete packages.


 

•1.      Company Name and CAGE

•2.      Company Contact Information (Address, Phone Number, email)

•3.      Name of Applicable CID

•4.      Product Part Number

•5.      Unit of Issue and Unit of Measure (e.g. 1 gallon can, 55 gallon drum, 10 ounce tube, 6-1 ounce vials per package)

•6.      Copy of Safety Data Sheet (SDS)

•7.      Copy of Product/Technical Data Sheet

•8.      PDF of Product Label (front and back)

•9.      Price per Unit Issue

•10.  Objective Quality Evidence (Test Results, SDS, Statement on Company Letterhead, etc.) that the product meets all the requirements of the applicable CID.  For example:

•a.       Prohibited materials: Provide a statement on company letterhead that the product contains no prohibited materials, as specified in the applicable CID.     

•                                                              i.      Catastrophic and critical materials currently listed in the prohibited and restricted chemicals tables in the NAVSEA List of Targeted Chemicals (N-LTC) appendix of T9070-AL-DPC-020/077-2, NAVSEA Hazardous Material Avoidance Process are provided in attachment P.

•b.      Volatile organic compound (VOC) levels: Provide test results, test report, or statement on company letterhead that product meets requirements specified in the applicable CID.

•c.       pH: Provide SDS specifying the pH at concentration/dilution (1% aqueous solution, at-use dilution, etc.) as stated in the applicable CID.  If the SDS provides pH at a different concentration/dilution, provide a statement on company letterhead specifying the pH and the concentration/dilution.  SDS or statement shall also provide test method used.

•d.      Flash point: Provide SDS specifying the flash point and test method.  If the SDS doesn't specify flash point, provide a statement on company letterhead specifying the flash point and test method used.

•e.       Eutrophication and phosphate: Provide EPA Safer Choice certification or test results, test report, or statement on company letterhead that product meets requirements specified in the applicable CID.

•f.        Aquatic toxicity: Provide test results, test report, or statement on company letterhead that product meets requirements specified in the applicable CID.

•g.      All other salient characteristics requirements (e.g. color, efficacy, efficiency, foaming, performance, surface tension, etc.): Provide test results, test report, or statement on company letterhead that product meets requirements specified in the applicable CID.

•h.      FDA compliancy: Provide documentation that the sanitizer is FDA compliant, as specified in the applicable CID.
