This is a SOURCES SOUGHT announcement only; it is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to: make appropriate acquisition decisions and to secure knowledge of potential qualified service disabled veteran owned small businesses, veteran owned small businesses; as well as: 8(a), hubzone and other small and large businesses, interested and capable of providing the product(s) and/or services described below.
Please provide information if you are the manufacturer or distributor.
Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) duns number (f) cage code (g) tax id number (h) type of small business, e.g. services disabled veteran owned small business, veteran-owned small business, 8(a), hubzone, women owned small business, small disadvantaged business, or small business hubzone business; and (i) must provide a capability statement that addresses the organizations qualifications and the ability to provide the product(s) as manufacturer or distributor. And if you can provide this on an existing contract or open market. This procurement is for new equipment only; no remanufactured or "gray market" items. All equipment must be covered by the manufacturer's warranty.
VISN 16, is seeking potential qualified contractors who can provide
39 Automated systems to reduce infections/UV Disinfectant Robots ZENON or equal
The equal equipment must meet at least the following minimum technical specification to be acceptable: (All minimum specs will be identified further in the solicitation.
The flashbulb must retract into the machine to allow one-person transport and prevent injury.
The equipment must have wheels to aid in its transport.
The device must have a remote control and a countdown to allow staff to exit the room prior to the machine s activation.
The machine must have an interlock system.
The machine must provide hospital infection control required result in 10 minutes or less.
IAW VHA Directive 7706 Management of Mercury in VHA Facilities, the machine must use non-toxic /mercury free, inert gas filled bulb to generate UVC.
The machine must emit a full germicidal Spectrum between 200 and 300 nonometers with every pulse.

The equipment will be shipped NLT 90 days ARO to 5 VA facilities in VISN16. Any prospective vendor must be authorized/certified to sell the products or services described and show proof of that authorization at the time of responding to this Sources Sought announcement.
Important: The Government is not obligated to, nor will it pay for or reimburse, any costs associated with responding to this sources sought announcement request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to the information contained in this announcement, in the event a solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if responses from Service Disabled Veteran Owned Small Business firms prove inadequate, an alternate set-aside, or, full and open competition, may be considered. No subcontracting opportunities for this procurement are anticipated. The North American Classification System (NAICS) code for this acquisition is 334510, electromedical and electrotherapeutic apparatus mfg (1,250 employees).
Notice to potential vendors: All vendors who provide products or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. SDVOSB s must be certified in the VIP database at the time a quote is submitted in response to a solicitation, and at time of award, for a quote to be considered.
