The WyCAN Consortium consists of the Unemployment Insurance (UI) programs of the States of Arizona, Colorado, North Dakota, and Wyoming. The Consortium is seeking information about procuring a combined UI Tax and Benefits system that is extensible and configurable and will be cost-effective for development, operations, and support.

The Consortium is also keenly interested in exploring progressive approaches to operations and support, including the potential of public/private partnerships and innovative approaches to intellectual property ownership, royalties, reuse of interoperable components, etc. Because Federal funds will be used to finance the development of the system, any proposed solution must comply with TEGL-3104.
