Waterline Easement RFQ
The City of Asheville Water Resources Department is seeking a firm to provide professional
easement and property acquisition services for waterline improvement projects within the
Asheville-Buncombe County area. Multiple water system improvement projects, designed by
multiple engineering firms, will require the acquisition of approximately thirty (30) waterline
utility easements and two (2) property acquisitions.
The City of Asheville will provide surveys of properties where the waterline easements and
property acquisitions are required and will provide a standardized easement document and fee
simple deed document. The firm selected will be responsible for tasks including but not limited
to: initial contacts with identified property owners; meeting with property owners, if local, to
discuss the planned waterline installation projects; explanation of easement and property
acquisition process to property owners; presentation of legal documents for acceptance and
signature of property owners; reports / meetings with representatives of the Water Resources
Department regarding the status of easement and property acquisitions.
