The City of Freeport receives customer complaints regarding low or inconsistent pressure at
homes and businesses. The Commission worked with United Water Services during their
management contract period to develop capital improvement plans addressing the low pressure
issues. In March 2010, the City Council approved an increase in rates and thereby recognized the
need to improve system pressures for those on the west portion of Freeport at an elevation in
excess of 880MSL. The City is looking to separate the current pressure zone into two through
the installation of a new supply well, distribution system upgrades (water main sizing),
modifications of the booster pumps at the ground storage facility at Willow, addition of valves
to separate the zones, and the installation of a new elevated storage tank. The current pressure
zone would become the Main Zone and be fed via the water treatment plant and the new zone
would be the high zone fed by the new well and supplemental filling of the storage facilities via
the water treatment plant
