All labor, materials, tools, equipment, incidentals and work necessary for the construction of the Water Recycling Center (WRC) Re-Rating Headworks Improvements and Process Enhancements Phase I project, except those costs specifically included in the other Items, as shown on the plans and described in the specifications, complete in place, per lump sum.
