Utiltiy Baseline for State Agencies
The State issues this Request for Proposal (RFP) to solicit proposals from qualified professional energy management services companies (EMC) capable of providing utility bill analysis to establish a baseline for energy consumption for FY2008 and other purposes. The goal of this RFP is to develop an integrated utility management database which will provide utility account information that is manageable for the agencies and will help maximize utility savings, increase energy efficiencies, and reduce the carbon footprint of state government. ESPM will archive the data and provide the reporting system to determine compliance with Act 1494. Associated with this goal will be the review and editing of the data for anomalies. Also associated with this goal will be the review of the rate structures of each account to make sure it is on the proper rate schedule.
