Transmission Cost Allocation Project
The State Public Utilities Commission (Commission) is seeking a consultant to develop one or more models for transmission cost allocation (TCA) as an alternative to the current TCA system used within ISO-NE. The TCA model(s) developed should include methods to identify: (1) the categories of benefits from transmission projects, e.g., reliability, fuel diversification, economic, environmental, support for other policy goals; (2) how benefits in each category would be measured; (3) how beneficiaries within the region would be identified and their particular benefits measured; (4) the extent to which transmission benefits flow to the entire region as opposed to identifiable sub-regions or customers; (5) how transmission costs should be allocated consistent with points (1) (4).
