The purpose of this RFP is to solicit bid proposals for Temporary Employee Construction Code
Enforcement Services . The construction industry in New Jersey is very unpredictable and, as a result, maintaining proper staff levels has become a challenge for the DCA. The DCA must have the ability to hire temporary employees when a need is identified. Currently, a need exists in different areas of the Division of Codes and Standards, Construction Code Element. Those areas include: The Bureau of Construction Project Review in the reviewing of building plans and construction approval activities, the State Supreme Court mandated school construction initiative, the Bureau of Codes Services in the area of elevator inspections. The Amusement Ride Unit, which is responsible for the inspection of all carnival and amusement rides operating in the State, and Bureau of Housing
Inspections, which is responsible for ensuring that hotels, motels, and multi-family buildings of
three (3) or more units are properly maintained and do not pose a threat to the health, safety and
welfare of their residents, nor the community in general.
