County Regional Wastewater Reclamation Department is procuring Professional Engineering Consulting services (CONSULTANT) to provide a System Wide Biosolids and Biogas Utilization Master Plan (PROJECT).
The main purpose of this solicitation is to develop and implement a long term biosolids management and biogas utilization master plan to maximize the beneficial uses of biogas and biosolids while minimizing County’s overall costs for biosolids handling. This study will result in two major recommendations:
1.
Develop a responsible biosolids management and utilization strategy;
2.
Develop a responsible biogas utilization strategy.
Biosolids processing and disposal is an integral part of the wastewater reclamation facility operation. Incorporating sufficient facilities to remove solids from the wastewater process streams, adequately stabilizing the biosolids, capturing biogas generated, and beneficially utilizing of the resultant products continues to challenge water service utilities. County Regional Wastewater Reclamation Department (RWRD) would like to develop a plan to completely utilize the biogas from centralized anaerobic digestion, which maximizes the current and future beneficial use of biosolids and biogas after the consolidation of biosolids digestion at the Ina Road Wastewater Reclamation Facility (WRF) currently scheduled for late 2014.
