It is the intent of the City of Norfolk to seek consultants able to undertake a comprehensive planning process and prepare a strategic plan for the central portion of Hampton Boulevard, centered generally on Hampton Boulevard between the Old Dominion University (ODU) campus and the N&S railroad, known as the Central Hampton Boulevard Area. The product will be a comprehensive study that proposes an optimal development pattern and identifies both short and long-term strategies to guide the development or conservation of land uses and supporting infrastructure, as appropriate, in the study area. The study will include strategies to revitalize and protect diverse neighborhoods, to enhance and compliment existing strengths within and surrounding the area, and to develop a partnership approach between the City and the University to address land use and community opportunities. The strategic plan will be based on market and economic analyses and will also propose a viable work program for local consideration and adoption that includes land use and zoning recommendations, proposed design standards, and other appropriate implementation strategies. The final report shall be of sufficient detail to implement key recommendations.
