The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a three year Basic Ordering Agreement (BOA) for repair and maintenance services, on a sole source basis with Aviation Ground Equipment Corporation (AGEC), Freeport, N.Y. These repair and maintenance services will include the inspection, labor and materials necessary to restore the A/M24M-5 Static Frequency Converter (SFC) (Part Number; 1000AG1000-1) to its operational or ready-for-issue (RFI) condition. Upon receiving SFC assets from the fleet, AGEC shall conduct a thorough inspection of each SFC asset to determine what out-of-scope repair and maintenance services are required. AGEC is the designer, developer and Original Equipment Manufacturer (OEM) of the Static Frequency Converter (SFC). As the OEM, AGEC is the only firm with the knowledge of the technical requirements to provide these repair and maintenance services without a disruption in schedule or additional cost to the program.

The Government does not possess the rights to the necessary technical data to seek competition for this repair and maintenance services effort. Additionally, there are associated technical data rights required in order to perform approved repair and maintenance services for the SFC and without this data, no other vendor can produce or sustain the SFC.

NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (c) (1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
