DESCRIPTION: The U.S. Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO), on behalf of the Department of the Army, has developed this Request for Information (RFI) to solicit market research information from industry to determine the scope of industry capabilities and interest. The market research determination will be used to determine sources in the marketplace to perform the services.


THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the HRCO will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. This RFI does not restrict the Government's acquisition approach on a future Solicitation.


The anticipated period of performance is 1 August 2017 through 31 July 2018; and will include FAR Clause 52.217-8, Option to Extend Services; potentially extending period of performance through 31 January 2019. The primary NAICS Code for this requirement is 561720, Janitorial Services, with a size standard of $18 million.


DESCRIPTION OF REQUIREMENT: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform "green" healthcare environmental services except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare housekeeping for SAMMC, Fort Sam Houston, Texas. The medical center complex consists of a seven-story hospital and twenty-five out-patient clinic buildings. The seven-story hospital includes thirty-two operating room suites, 450 total beds, 9 labor-delivery-recovery beds and two transition nurseries. Clinics and services include: Level I Trauma emergency room, burn unit, bone marrow unit, laboratory, obstetrical/gynecology, ophthalmology/optometry, orthopedics, pharmacy, physical therapy and radiology. The command suite and other administrative support functions such as: outpatient records, outpatient pharmacy, admissions and dispositions, primary care unit, and specialty care clinics are located within the complex. There are 25 additional outlying facilities located on Fort Sam Houston and in the municipalities of Fort Sam Houston, Texas and San Antonio, Texas. The current estimated total square feet (SF) of SAMMC and the multiple Medical Treatment Facilities (MTFs) areas are 2,326,957 SF.

b. Is your firm currently International Sanitary Supply Association (ISSA) Cleaning Industry Management Standard (CIMS) certified? If not, your firm capability statement shall clearly demonstrate capability to obtain ISSA CIMS certification within 30 days of the contract's start date. A team member or major subcontractor may not be used to satisfy this requirement.


c. Does your firm have recent and relevant corporate experience comparable in a medical facility similar or larger to SAMMC healthcare housekeeping services within the last 24 of the previous 36 months? A team member or major subcontractor may not be used to satisfy this requirement.


d. The capability statement shall include the details of how a proposed partnership/joint venture/teaming arrangement with another company (if applicable) will be organized, and what each company's responsibilities are within the partnership/joint venture/teaming arrangement.
