Request for Proposal Group Legal
Mercer Health & Benefits (Mercer) has been authorized to solicit written proposals on
behalf of the City of St. Louis (City), for the provision of voluntary employee-paid group
legal services to the employees of the City.
This proposal has been prepared by Mercer. The proposals will be evaluated according
to the RFP questionnaire.
There are approximately 5,000 active employees eligible for this benefit. The City
requires that the employees (with the exception of some state agencies) reside within the
city limits. Hyatt Legal Plans has provided legal coverage for full-time employees and
their eligible dependents since April 1995. United Pre-Paid Legal provided legal
coverage for the City employees prior to Hyatt Legal Plan. Current enrollment is at 14%.
