The Rapid Prototyping & Technology Initiative - Small Business Set Aside - Generation 2 (RPTI-SBSA-GEN2) Acquisition Thrust is a major Joint Munitions & Lethality (JM&L) Life Cycle Management Command (LCMC) Strategic Sourcing Initiative to increase the Armament, Research, Development, and Engineering Center's (ARDEC's) ability to provide reliable, responsive, and cost effective support to meet the Soldier's immediate field requirements. In support of the Global War on Terror (GWOT), ARDEC's mission, including lethality and counter-lethality, has expanded to include providing expedited developmental solutions to meet the customer's needs at various stages of a system's lifecycle. ARDEC desires to award multiple contracts to provide fabrication, assembly, integration and/or test/qualification capabilities, as well as providing for metal oriented materials, equipment, and engineering and/or prototyping services. These services and capabilities will support the design, development, manufacture and integration of unique, difficult-to-obtain, engineered solutions ranging from individual prototypes up to and including low rate initial production (LRIP) levels. The ability to reach out to small businesses, Academia and other providers to integrate novel and unique technology solutions into rapid prototypes is highly desirable. The Contractor shall be able to provide fabrication capabilities of metals into components, sub-assemblies, finished armament parts, systems for novel design concepts or legacy armaments. This entails the fabrication of new design concepts for armaments or related manufacturing equipment including the fabrication of industrial plant equipment and peculiar plant equipment used to manufacture, test, analyze, deliver, transport, treat, or condition non-energetic armament related items, as well as, required support processes related to the development of armaments or armament systems (non-energetic). This includes, but is not limited to, the following:

1. standard raw or unfinished metal stock and alloys, e.g. steel, titanium, inconel, tungsten, copper, aluminum;
2. metal processing and handling equipment as well as ancillary spare parts and supplies;
3. routine, i.e. industry standard, test and inspection of metal components;
4. fabrication of metal components e.g. stamping, casting, forging, turning, additive manufacturing;
5. provide technical support for producibility, engineering and/or material investigations of metal parts and documenting design and production information in CAD/CAM software, e.g. AutoCad and Pro/ENGINEER for producing and/or finishing of metal components e.g. metal cutting, additive mfg, various plating operations, heat treatment, chrome plating, anodizing, or phosphating.;
6. miscellaneous small equipment and material supply requirements (metallic and non-metallic) not including energetic materials or equipment used to process energetics.

This PRE-SOLICITATION NOTICE is for information and planning purposes only and does not constitute a draft or formal Request for Proposal (RFP). This PRE-SOLICITATION NOTICE is not to be construed as a commitment by the Government. A RFP will be posted on or about 14 August 2014.
