RFQ Review of RFP for Operations of Landfill and Assurance of Compliance with Outstanding City Revenue Bonds Bid
The City is seeking legal services from a lawyer, or law firm, qualified to give an unqualified tax opinion on municipal bond issues. The specific services needed are a review of prior City bond issues that relate to the construction, operation, maintenance, or production of natural gas for sale, at the Little Rock Solid Waste Sanitary Landfill (the Landfill), and to review a proposed Request for Proposals (RFP) prepared by R.W. Beck Co. to contract with the City for the Landfill. Specifically, because there are various covenants, ordinances and statutory and regulatory matters that concern the Landfill, the City does not want the RFP for operations to violate any of these documents.
