Public Service Cost of Capital
Department of Public Service (“Department” or "DPS"), which represents the public in utility rate cases, is soliciting proposals for developing cost of capital recommendations in connection with regulatory review of the Cost of Capital portion only of a Petition filed by Central Vermont Public Service Corporation (“CVPS”) with the Public Service Board (“PSB” or “Board”) for an increase in their authorized rate of return on equity allowed under their Alternative Regulation Plan covering the rate years 2011 through 2014. Consultants hired will provide the financial and economic analysis sufficient to support a recommended initial rate of return on equity for the 2011 rate year. The scope of services requested is limited to the analysis and recommendation. Witness services are not included. In the event cost of capital becomes a point of litigation before the Vermont Public Service Board (PSB), the contract for services may be extended to include witness services and support to the Department in preparing and presenting prefiled and live testimony before the PSB, assistance with discovery, briefs and assistance with potential negotiations. Consultants will be expected to coordinate their work efforts and policy positions with DPS staff and other consultants where assignments or issues overlap.
