The Department of Veterans Affairs (VA), Office of Veteran Health Administration, Network Contracting Office 1 (New England) is issuing this pre-solicitation notice for a Two Phase Design-Build to provide Utilities on site for the Fisher House Foundation at the VA Maine Health Care System, Togus VAME. The place of performance is VAME Medical Center, 1 VA Center, Augusta, ME 04330-6796. This procurement is a Small Business set-aside and will be released under Solicitation Number VA 241-17-R-0304.

The contractor shall furnish all labor, equipment, materials, tools, transportation, and supervision to include all utilities such as electrical, sewer, storm water, water, IT, cable and steam, testing, disposal services and engineering services to provide the required infrastructure to support the Fisher House.

The solicitation will be 100% set aside for Small Businesses. The Small Business must be a General Contractor company with an approved NAICS Code of 238220 Plumbing Heating, and Air Conditioning Contractors with a size standard of $15.0 Million.

All Offerors are required to have sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal.

The project magnitude is between $1,000,000 and $2,000,000. The period of performance is 180 calendar days upon receipt of notice to proceed. Design portion to be completed 90 days upon receipt of notice to proceed.

NOTICE TO PRIME (GENERAL) CONTRACTORS: Prior to and at the time of award the Small Business must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM

By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted.

No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the Contractor's responsibility to view the FBO website daily as no other notification of amendments will be provided. This requirement is 100% Set-Aside for verified Small Business.

SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about July 3, 2017. Telephone calls will not be accepted.

PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held. Information regarding the site visit will be provided in Phase II, in the event one is issued. There will be no public bid opening.

The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method IAW FAR Part 15. Offerors are advised that the award may be made without discussions.
