P-3C Displays
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Z Microsystems, Inc. of San Diego, CA, for the required P-3C Airborne Video Display and Recording System, P/N UDP21EM-U2MC-521, including command, control and display workstation, digital storage equipment and digital routers, to provide reconfigurable control of advanced sensors and future data handling equipment on board the Taiwan Air Force P-3C Platform. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Z Microsystems, Inc. because this firm is considered the only responsible source capable to perform this effort. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
