Motor Vehicle Emission Program Replacement Planning & Oversight
The purpose of this RFP is to solicit bid proposals to engage a contractor to provide consulting services to guide and assist the State in: 1) a review of the existing motor vehicle emission program for upgrade or replacement by performing an as-is assessment, 2) concurrently researching and providing industry best-practices along with State and federal regulations to ensure compliance, 3) writing a subsequent RFP to procure a next generation contractor to design, develop and implement a next generation motor vehicle emissions program and assist in the evaluation process of bid proposals received in response to the RFP, and 4) provide management oversight services including independent verification, validation, and quality assurance review.
