Overview
The successful Contractor shall provide the goods and/or services to Agency using the
Contract in accordance with the specifications and technical requirements as provided in
this Section. The Contractor shall address each requirement in this Section and indicate
whether or not it will comply with the requirement. If the context requires more than a yes
or no answer or the section specifically indicates, Contractor shall explain how it will
comply with the requirement. Proposals must address each requirement. Merely
repeating the requirements may be considered non-responsive and may disqualify the
Contractor. Proposals must identify any deviations from the requirements of this RFP or
requirements the Contractor cannot satisfy. If the Contractor deviates from or cannot
satisfy the requirement(s) of this section, the Agency may reject the Proposal.
4.2 Mandatory (Pass/Fail) Requirements
All items listed in section 4.2 are Mandatory (Pass/Fail) Requirements. A pass/fail
evaluation will be utilized for these requirements, which means that if a Contractor's
Proposal does not meet one of the requirements the Proposal will be rejected.
Contractors must provide a full response to each Mandatory (Pass/Fail)
Requirement without cross referencing other sections of the proposal. Contractors
must use the table format and maintain numbering provided by the Agency to
respond to each requirement. Indicate with an "x" how the Contractor solution meets
or exceeds the State requirement. Requirement status is defined as:
As Is = Requirement is fully functioning and in use currently within a Medical
Examiner's office environment
With Set Up = Requirement is already developed and ready for implementation
in a Medical Examiner office environment
Change to Software = Requirement would need to be developed before being
ready for implementation in a Medical Examiner office environment
Cannot Satisfy = Requirement is out of the scope of the Contractor's software
and will not be developed or provided.
Able to Currently Demonstrate = Requirement is fully functioning and can be
demonstrated either in person or through electronic means, such as a webinar.
In addition, the description must include, but is not limited to, the specific references
and/or supportive materials as requested in the description field.
The Agency reserves the right to determine whether the supportive materials submitted
by the Contractor demonstrate the Contractor will be able to comply with the Mandatory
(Pass/Fail) Requirements.
