INTRODUCTION


The United States Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Product Manager Close Combat Systems (PM CCS) and the U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC) is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the M550 Escapement.


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, a requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND


The M550 escapement assembly is used as the safe and arm (S&A) device for the 40mm High Velocity M918 Target Practice grenade, as well as, the M550 fuze which is used in the 40mm Low Velocity M433 High Explosive Dual Purpose grenade. The escapement design relies on setback forces and imparted rotation to overcome the safety features of the S&A. A mechanical rocking mechanism is used to control the movement of the rotor and alignment of the M55 detonator into the fully armed position until the projectile has traveled beyond the minimum safe distance. Once fully armed the projectile will function upon impact. The safety mechanisms for the escapement consist of a setback pin and a detent to provide dual independent safety environments for the design.



REQUIRED CAPABILITIES


The Government requires the manufacture, inspection, testing, and delivery of the M550 escapement in accordance with the Government owned technical data package (TDP) and detail specification MIL-DTL-48669. The M550 escapement employs a mechanical design that relies on setback forces and imparted rotation to overcome the safety features of the S&A. Once fully armed the projectile will function upon impact. Respondents should address the following:


1. Capability, facility and relative experience in manufacturing and testing 40mm fuzes.


2. Experience with production of 40mm fuzes including experience with fuze S&A designs or components.


3. Monthly production capacity and/or potential capacity.



4. Ability and/or experience in planning, managing, and execution of production and delivery schedules of 40mm fuzes, related S&A components, or similar item.


5. Ability to attain security permits to allow for the handling, storage, and shipment of explosive material, components, or any regulated items.


6. Identification of any key suppliers that would be utilized in the manufacturing and/or testing of the M550 escapement.



Qualification. The M550 escapement must demonstrate compliance with MIL-DTL-48669. This includes, but is not limited to compliance with MIL-STD-1916. Please provide evidence that your organization has the capability to qualify the item in compliance with the applicable standards.



SPECIAL REQUIREMENTS


Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) clauses 225.7002 and 252.225-7014 Alternate 1.


ELIGIBILITY


The applicable 2012 North American Industrial Classification System (NAICS) code for this requirement is 332993 - Ammunition (except Small Arms) Manufacturing with a Small Business Size Standard of 1,500 employees. The Product Service Code (PSC) is 1390 - Fuzes and Primers. Please indicate you organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status in your response.


SUBMISSION DETAILS


Interested businesses should submit a capabilities statement demonstrating the ability to provide the products/systems listed in this Sources Sought Notice. Submissions should be in contractor format, no less than 10 point font. No phone responses will be accepted.


Your response to this Sources Sought, including any capabilities statement shall be electronically submitted to the Contract Specialist, Rebecca Markell, in either Microsoft Word or Portable Document Format (PDF) via email to rebecca.l.markell.civ@mail.mil. Submissions should be provided on or by 12:00 p.m. Eastern Time on Monday, 10 July 2017 and reference this synopsis number in the email subject line and on all enclosed documents. Email submittals are restricted to a maximum file size of eight (8) Megabytes (MB). In the event that the email submission is larger than 8MB, separate into several emails or contact the contract specialist for additional instructions. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.


If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POC's) and their email address, Web site address, telephone number, and type of ownership for the organization and 2) Tailored capability statements addressing the requirements of this notice with appropriate documentation, supporting claims of organizational staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
