Loan Repayment Program
The purpose of this Request for Proposal (RFP) is to solicit proposals (also called applications for the purpose of this RFP), that will enable the Iowa Department to select applicants to receive assistance in repaying medical or health care education loans. The PRIMECARRE (Primary Care Recruitment and Retention Endeavor) Loan Repayment Program was authorized by the Iowa Legislature in 1994 to encourage qualified health care professionals to provide primary care services in designated health professional shortage areas (HPSAs) in Iowa. The Departmenth seeks to award those applicants who are most likely to provide services to populations in greatest need of care in a manner which distributes assistance fairly and effectively. The award process is NOT based on whether the applicant is the most deserving as a health professional but on whether the applicant is in a position to most effectively meet the needs of Iowans living in health professional shortage areas.
