The Law Library of Congress manages and maintains the world's largest legal collection, containing over 2.9 million volumes of legal and legislative materials from the United States (federal, state, and municipal), as well as international, comparative, and foreign materials (many published in the vernacular script and language of the country). Included in these 2.9 million volumes are 60,000 volumes of rare and special material.

The Law Library of Congress requires contractor assistance to classify the portion of the rare collection shelved under the "LAW" shelving system into the "Class K" system developed by the Library of Congress between 1967 - 2003. Approximately 20,000 titles remain shelved under "LAW" as of April 1, 2019.

The Period of Performance is September 1, 2019 through August 30, 2020.
