(11) Description:


a. This synopses, for construction, is prepared in accordance with Federal Acquisition Regulations (FAR) Part 5, as supplemented with additional information included in this notice. This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation.


b. The Solicitation Number for this acquisition is W912BV18R0002 and a separate attachment (SF1449) is issued as a Request for Proposals (RFP).


c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96, effective 06 Nov 2017.


d. This requirement is being solicited as 100% Small Business Set-Aside under North American Industry Classification System (NAICS) code 236220 (Commercial and Institutional Building Construction) with a size standard of $36,500,000.00.


e. This is a single-phase competitive solicitation for a firm, fixed-price construction contract, which will be awarded using the Best Value Trade-Off Process. This is a Design-Bid-Build, "C" type contract. Source selection will be conducted in accordance with procedures described in the FAR, DFARS, AFARS, the DOD Source Selection Procedures (1 April 2016), and the Army Source Selection Supplement (21 December 2012). Award is intended to be made to a single contractor whose proposal is deemed to represent the best value to the Government. Best value will be determined using the tradeoff selection process IAW FAR Part 15.3, Source Selection, and associated supplements, and the instructions and evaluation criteria included under Section 00 21 00 and 00 22 11 of this solicitation.


Price and Past Performance will be evaluated in accordance with in DFARS 213.106-2(b)(i)(B)&(C). Past Performance history shall be evaluated for each offerors past performance history in the Past Performance Information Retrieval System (PPIRS). Special attention will be given to the FSC and PSC of the subject solicitation.


Davis Bacon Act Wage Determination, General Decision Number OK170039 11/17/2017, OK39 (Building) is applicable to this procurement.


f. FAR Provisions and Clauses applicable to this acquisition are provided on an attached SF1442 and are incorporated in their entirety. Each offer is required to fill out and sign the SF1442 and return a signed copy along with their proposal by the closing date and time listed.

Participants will meet at USACE Altus Resident Office, Building 358, Room A1030, Altus Air Force Base, Oklahoma. All participants must fill out and submit the Badge Application (attached to this solicitation) and email them to BOTH of the POCs listed above by close of business on 16 January 2018.


j. Magnitude: In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between : $1,000,000.00 - $5,000,000.00.
