Through this Request for Proposals ("RFP"), the New Jersey Schools Development Authority ("NJSDA" or "Authority") is seeking to engage consulting firms ("Auditing Consultants" or "Firms") to provide the NJSDA with internal auditing services as described in the Scope of Services set forth as Appendix B to the Agreement (Attachment A to this RFP Package).
For purposes of this RFP, the Authority has created three Packages of school facilities projects across the State of New Jersey (each, a "Package") listed in the Scope of Services. The Authority shall engage multiple Auditing Consultants to provide auditing services with respect to the Packages of school facilities projects.
A firm may submit a Proposal for one or more Packages, however, a separate submission is required for each Package for which the firm seeks to be considered. A firm is only eligible to serve as an Auditing Consultant, directly or in a joint venture, for a maximum of two Packages out of the three Packages which are the subject of this RFP. The NJSDA will issue a separate authorization-to-proceed to the selected Auditing Consultant identifying the start of an audit for each of the individual school facilities projects listed within a Package.
The Scope of Services includes the auditing of billings from and payments to the design builder. The Auditing Consultant will inspect documentation in support of project costs as they pertain to the Scope of Services to ensure that State funds for school facilities construction projects are expended prudently.
A firm must provide a separate lump sum fee for each Package for which the firm seeks to be considered. The selected Auditing Consultant shall be responsible for providing all services as outlined in the Scope of Services.
