The Mississippi State Department of Health (MSDH) STD/HIV Office is issuing a competitive
Request for Proposals (RFP) for HIV Prevention Programs to support the implementation of
Evidenced Based Interventions (EBIs), Diffusion of Evidenced Based Interventions (DEBIs) per
the Centers for Disease Control and Prevention (CDC) Compendium of HIV Prevention
Interventions with Evidence of Effectiveness. In addition to implementation of an intervention,
community outreach is needed to help increase HIV awareness. Through this RFP, the MSDH
intends to support individual-level interventions (ILI), community-level interventions (CLI) and
group-level interventions (GLI) for HIV prevention programs that will have the greatest impact
on reducing HIV in Mississippi. Proposals must target statistical prioritized populations within
one of the ten prioritized counties. The prioritization of populations and counties is supported by
the MSDH and the Mississippi Community Planning Group (MSCPG) and is listed in the
Funding Priorities section of this RFP (see page 5).
