Current Conditions: The Mountain Line launched on 10/13/01and now offers 16 hour per day services, 5 routes on 30/60 minute headways, a time-transfer scheduling system, an express route through town, and low-floor, perimeter seating buses. The Core Area Circulator route has not yet been constructed. Ridership is now four times the average of the former Pine Country Transit System averaging 1,600 rides per day.
Scope of work: The consultant will update the 5 Year Plan in three Phases:
Phase One: 5 Year Operations Plan
Plan Review and Assimilation. Review Vision 2020, Flagstaff Area Regional Land Use and Transportation Plan (Regional Plan), City Land Development Code (LDC), 5 Year Transit Plan, Operational Audit, NAU Master Plan Draft (2004), Downtown Circulator Plan(draft), Transit Authority Feasibility Study, Sedona Transit Plan 2004, and Bicycle and Pedestrian Plan. Route Design. Comprehensive and specific recommendations are needed on the final design of routes. Work will include proposed route map, identification of stops, hours of service, ridership targets and a description of route coordination with NAU.
Future Service Area Projections. Identify neighborhoods/subdivisions most likely to warrant service area expansion in the five-year period following this update.
Infrastructure Improvements . Identify anticipated infrastructure improvements that may be required and their associated maintenance costs. All costs and standards should be identified and included in the Financial Plan Update.
Develop 5 Year Financial Plan Update . The 1999 plan included a 20-year financial plan since revised annually. The 5 Year Financial Plan Update must project costs to deliver desired service levels and include capital, operating, Para-transit service and administrative overhead, revenue projections and tax-rates required from City and/or County governments to provide the planned service.
