Total level of effort shall not exceed 30 days (240 hours) during this time period. The total number of working days in country (Benin) is 20.
The purpose of this Final Evaluation is to report on the activities of the Benin Teacher Motivation and Training Project (TMT) over its entire period of performance and to evaluate TMT's performance in improving the quality of pre-service teacher training and improving teacher performance.
The final evaluation should:
1.Assess the project's contribution to improving the quality of pre-service training and teacher performance, based on previously agreed results/targets as specified in the award.
2.Describe the extent to which the project incorporated findings and recommendations from the mid-term evaluation and if possible determine to what degree these recommendations contributed to the overall performance of the project.
3.Offer concrete recommendations for future teacher-related programming in Benin.
The objectives of the Final Evaluation are to:
Determine the extent to which goals and objectives of the project were met
Evaluate-and identify signs of-the sustainability of project activities completed
Evaluate the change in instructor quality/skills in the Teacher Training Colleges (ENIs--Ecole Normale des Instituteurs) including the impact on student teachers.
Evaluate the use and utility of the resource centers attached to each TTC (teacher training college, or ENI)
Evaluate the degree of satisfaction of the diverse beneficiaries - teacher training instructors, student teachers and the administration of TTCs as well as school directors participating in the MAP, Ministry of Pre-School and Primary Education officials as well as USAID.
