The Ohio Tobacco Use Prevention and Control Foundation (TUPCF) seeks to enter into a contract with a qualified organization to provide evaluation training, technical assistance, and oversight to the Foundations community-based tobacco prevention and control grantees. The contractor will also analyze data collected through grantee programs and statewide surveillance systems, and prepare summary reports based on evaluation findings.
TUPCF currently funds approximately 70 grantees that implement local programming in the areas of youth prevention, secondhand smoke exposure, and tobacco use cessation. Community Grants provide services and advocate for policy change in each of Ohios 88 counties. High Risk Grants provide services to specific cultural, racial and ethnic populations who are at greater risk of tobacco use and/or the negative outcomes related to tobacco use.
TUPCF community-based grantees are required to evaluate their own programs. The evaluators of community-based grants include external professional evaluators, internal program staff, or a combination of internal and external evaluators. Grantees currently have a wide range of evaluation capacity and expertise. The contractor will help ensure that all grantees have the expertise necessary to comply with the Foundations evaluation requirements, to successfully evaluate their programs, and to submit informative reports to the Foundation.
The primary deliverables resulting from this RFP will be: 1) Evaluation Technical Assistance to Community-based Grantees, 2) Evaluation Training and Capacity Building, 3) Refinement of Standardized Evaluation Tools and Protocols, 4) Data Management and Analysis, 5) Ongoing Assessment of Grantee Evaluation Capacity and Needs, 6) Report Preparation, 7) Information Sharing, and 8) Responsive Program Evaluation and Reporting Services. Each of these deliverables is detailed in Section V of the RFP.
