The County of San Bernardino Land Use Services Department (LUSD), hereafter referred to as the County, is
seeking proposals from qualified consultants interested in preparing a Notice of Preparation (NOP), Environmental Impact Report (EIR) and Mitigation Monitoring and Reporting Program (MMRP) for the proposed project. Nursery Products LLC is proposing to develop a biosolids / green waste composting facility on three parcels totaling 78.73 acres located immediately north of Interstate 40 (I-40), 3.5 miles east of Fort Cady Road, in the Harvard area of the community of Newberry Springs. The composting facility would be used to produce agricultural grade compost. An office trailer (up to 720 square feet), parking, scale, composting windrows, screening area, equipment/finished product storage area and a 2,000 gallon (7x15) above-ground fuel tank would occupy the site.
