The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Rhinestahl CTS for the procurement of Engine Sumps Drying/Re-Lube Tool Sets to support the P-8A aircraft. P/N 856A3620G02, NSN 4920-01-476-3811 is used to inject an oil mist into the engine sumps of the P-8A aircraft engine following an in-flight shutdown.

Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source delivery order to Rhinestahl CTS, as this company is considered the only responsible source capable to provide the commercial common support equipment required to support the P-8A aircraft. The Engine Sumps Drying/Re-Lube Tool Set was designed and developed by CFM International, a joint venture between GE Aviation and Snecma. GE Aviation sold their rights to the 856A part numbers to Rhinestahl CTS. Rhinestahl CTS now owns the proprietary data rights to the engineering data and detailed product drawings; therefore, Rhinestahl CTS is the only source capable of providing the commercial common support equipment to meet the Government requirement.

All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government in determining whether or not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference N68335-16-T-0463.
