Benefits providers sought for various City
benefits and for benefits brokerage services.
The objectives in conducting this RFP process are to:
Maximize the value of the benefits that are offered to employees and retirees by
partnering with organizations who have adopted the best practice models of cost
containment and customer service.
Provide benefit options with high quality providers that have demonstrated superior
service.
Provide value added preventive care and wellness features within plans with high
levels of communication.
Secure the highest quality standards for our employees and retirees.
Award contracts for a one-year period with an option to renew for additional years.
Control short and long term costs for the City of Durham and its employees and
retirees.
Provide City of Durham employees and retirees with at least three levels of health
insurance (1) Option with higher premiums and more comprehensive coverage
(2) Option with lower premiums and higher copays and deductibles and (3) with
even lower premiums.
Provide City of Durham employees with three levels of Dental Insurance. One level
would be a basic plan. The enhanced level would be with a higher premium, higher
maximum benefit, orthodontia for adults, and higher payments per year.
