The purpose of this Request for Proposal (RFP) is to solicit proposals from vendors to implement a
second edition of the Electronic Licensing System for Iowa (ELSI), a statewide system that the
Department of Natural Resources (DNR) uses to sell or otherwise make available to the public selected
outdoor recreation and commercial privileges it administers. These privileges include, but are not limited
to: hunting and fishing licenses; snowmobile and All-Terrain Vehicle (ATV) annual use permits; boat
registration renewals; taxidermy licenses, etc. DNR may add new privileges to the list in the future.
