E-2C Main Power Distribution Box Controller Test Set Application Software and 77A3 Interface Cable Drawing Update
Description: The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Northrop Grumman, of Bethpage, NY for the procurement of I-Level Main Power Distribution Box (MPDB) Controller Test Set (CTS) Application Software and 77A3 Interface Cable Drawing Update. This effort is necessary to meet the requirements of a newly integrated communication system, and to address an obsolescence of the MATT when crypto algorithms are modernized, as mandated by the NSA. This effort is in support of the E-2 program.
The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
