This Request for Proposal (RFP) is issued by the Purchase Bureau, Division of Purchase and
Property, Department of the Treasury on behalf of the Motor Vehicle Commission (MVC). The
purpose of this RFP is to solicit bid proposals for an enhanced digitized driver license that
includes a system that can accommodate central issuance of driver licenses as may be required
to comply with the federal Real ID Act (See Appendix 9). The new system will be described as
Enhanced DDL (EDDL) throughout this document.
The intent of this RFP is to award a contract to that responsible bidder whose bid proposal,
conforming to this RFP, is most advantageous to the State, price and other factors considered.
The State of New Jersey, Motor Vehicle Commission seeks the services of a highly qualified
Contractor to perform all the required tasks/functions necessary to collect digital images of facial
portraits and signatures of the State of New Jersey driver license or identification (DL/ID) card
customers and produce DL/ID cards, within the context of MVCs systems. MVCs goal is the
uninterrupted delivery of DL/ID cards using fiscally sound solutions.
It is possible that the State will make a formal request during the term of this contract to the New
Jersey MVC EDDL Contractor to transition the Central Print Facility (CPF) from the Contractor
owned and run facility to a designated CPF located in the State of New Jersey and maintained by
the State.
