This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

USPFO of New Jersey Army National Guard intends to award a Firm Fixed Price purchase contract. The required service associated with this action is to provide all plant, labor, materials and equipment required, except Government Furnished Supplies, to move a Large Area Maintenance (LAM) Tent shelter (Clamshell) from one location and transport to another location. Containerize move and re-erect Clamshell building model # 50B-BA-ASFF to be moved from Warren Grove NJ to Picatinny Arsenal, NJ approximately 100 miles

This action will be procured in accordance with FAR Part 12, Acquisition of Commercial Items and awarded under FAR Part 13, Simplified Acquisition Procedures.

Contractor shall provide a team of personnel and equipment required to erect, strike, or repair all primary, secondary, and sub-assemblies ensuring proper fit and function of all components.
Damages occurring and/or repairs required during set-up or striking shall be performed by the Contractor and associated costs incurred shall be borne by the Contractor (not passed on to the Government). Once set-up is complete, a walk through will be conducted with Contractor and requiring agency representatives to inspect the LAMS system to ensure it meets the requirements of the order and that all installed systems (e.g. electrical, HVAC, hoisting, etc.) are functional before final acceptance.
Though shelters are pre-engineered requiring no major on-site fabrication or welding , the Contractor may be required to select, trim, cut, or obtain proper components to fabricate subassemblies, align and fit into proper place by sewing, using a heat seal, tape, or other fasteners.
Contractor will assure the proper fitting of components by performing the necessary adjustments and fabrication by hand, machine, or otherwise mechanically. Contractor will check assembled shelters for proper seals, fit, and construction. Contractor will perform some minor repair or modification work. Contractor will replace damaged, incorrect or improperly fitted components to include some machinery malfunction troubleshooting, diagnosis, and repair.

1. While the site visit is not mandatory, it should be noted that an offer may have extreme difficulty in formulating an accurate bid on this project without first examining the existing equipment and determine the existence of other potential obstacles. All site inspections and / or measurements, which must be taken in order to determine the suitability of the proposed project.
2. During the site visit, contractors are urged to asked questions. Contractors are urged not to contact any other Government points of contact (POC) regarding any general information other than the contract specialist of this solicitation. The Government will not be responsible for information the contractor obtains on their own. It is requested that all information be coordinated with the contract specialist in writing.

3. Please note that if you receive this award, your performance under this contract will be monitored and recorded by this contracting office. This information may be used to determine a record of past performance for future contract awards. Contractors/offerors that are concerned about their record of past performance may contact this office if they wish to view and discuss their records.

4.Commercial Items Terms and Conditions The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. 5. Evaluation Criteria/Basis of Award Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, timely delivery.
