The intent of this RFP is to award a contract to that responsible bidder whose bid proposal,
conforming to this RFP, is most advantageous to the State, price and other factors considered. It is
also the intent of this RFP to establish a contract to provide the essential services of randomized
scheduling, collection and transport, breath alcohol and drug testing, and a medical review officer,
as described in the SAMHSA guidelines. The lab services must be provided by a properly licensed
laboratory, able to comply with SAMHSA guidelines. The medical review officer services must be
provided by a properly certified physician, able to comply with SAMHSA guidelines. The State shall
make an award to the one primary contractor, for the collection and lab services, and the MRO
services. For one company to provide all services, the company must be able to show a
clear separation between the Medical Review Officer and the collection and lab services.
