Contractor to provide electric safety training.
The Government intends to enter into a firm-fixed-price contract with MES Consulting Services, Inc., 1271-A Washington Street, Suite 202, Weymouth MA 02189. The Picatinny Arsenal USAG Safety Office has a requirement IAW 29 CFR 1910 subpart S, 29 CFR 1926 subpart K, AR 385-10, DA PAM 385-10, DA Pam 385-26, and 29 CFR 1960 to host a one day seminar to provide appropriate training to affected safety personnel. The procurement will be conducted on a sole source basis in accordance with the Statutory authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(a)(2) only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that MES Consulting Services, Inc, is the only vendor that can meet the needs of USAG Garrison for an instructor with experience as a licensed electrician, OSHA compliance Officer and NFPA 70E board member. Additionally it is critical and time sensitive due to recent events to have training that can delineate between common practices and legal requirements to prevent any future accidents/incidents. The NAICS code for this procurement is 541690 and the small business size standard is $25.0M. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition.
