The purpose of the Comprehensive Substance Abuse Prevention project is to provide primary alcohol, tobacco, and other drug (ATOD) prevention services to all counties in XXXX in the twenty-three (23) service areas that were established by the former Commission on Substance Abuse and now overseen by the State Board of Health.
