Background

The U.S. Army, Army Contracting Command-New Jersey (ACC-NJ) in support of the US Army Research, Development and Engineering Command (RDECOM), Armament Research Development, and Engineering Center (ARDEC) at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide technical services to support the Awareness Systems Branch (ASB). The ASB conducts research, development, testing and integration of the Command Post Computing Environment (CPCE) software program. CPCE is the foundational Computing Environment (CE) of the Common Operating Environment (COE) which provides standards to unite existing programs and new technologies on a common software foundation, simplifying development, integration, training and sustainment. CPCE provides advanced Information Sharing, Situational awareness, and Real-time Collaboration technologies enabling expedient decision making and superior operational execution on the battlefield. The CPCE allows for cross-echelon tactical decision making, planning, rehearsal, and execution management from Army Service Component Commands (ASCC) to Company, and spans Warfighting Functions (WFFs) including Fires, Maneuver, Sustainment, Intelligence, and Protection. The ASB requires technical services in multiple engineering disciplines to support future and ongoing efforts including: systems engineering, software development, systems integration, engineering drawings, tech data package, Engineering Change Proposal (ECP) support, information technology support, engineering analyses, evaluation support, building and test of hardware/software, and technical writing & publishing.


Interested parties shall submit a capability statement demonstrating how they are capable of performing this requirement. Standard corporate brochures are not desired. The capability statement should include the following: company name, address, telephone number, email address, technical point of contract, DUNS number, Cage Code and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and technical description of the ability to meet the requirement.

This Sources Sought Notice is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. If a formal solicitation is generated at a later date, a RFP will be published. If a RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. The Government is not obligated to notify respondents of the results of this survey. All information submitted will be held in a confidential status. Information provided will not be returned.
